Bio
Marko Mehilane, an attorney-at-law, has been working as a legal adviser since 2004. He specializes in public procurement and construction law.
With over 20 years of experience in public procurement, Marko has represented both bidders and contracting authorities. He has been involved in preparing major public tenders in Estonia, such as the Koidula Border Station and Viru Prison, as well as advising private sector projects, including shopping centres and hotels.
Marko is a valued expert in procurement disputes, having represented clients in more than 100 cases across various sectors, including IT, construction, medical, military, and vehicle procurements. The international legal directory Who’s Who Legal has repeatedly recognized Marko as a leading procurement lawyer in Estonia. Additionally, he has shared his expertise as a guest lecturer at the Faculty of Law of the University of Tartu, conducting seminars on public procurement, and is a sought-after speaker at procurement training sessions.
Marko possesses extensive knowledge of FIDIC construction contracts developed by the International Federation of Engineering Consultants (e.g., Red Book, Yellow Book, EPC/Turnkey). He has advised clients on numerous FIDIC projects, representing them in disputes, including DAAB proceedings and arbitration.
He also has experience with other standard contracts such as Orgalime, YSE, ETÜ 2013, EKL 2016, and various procurement agreements.
