Rahel Klaas is a public procurement and EU funding expert with long‑standing experience advising both contracting authorities and private sector beneficiaries on complex procurement procedures and support schemes. Rahel holds master’s degrees in law and in international relations from the University of Tartu. Before joining NJORD, she worked for 16 years in the public sector financing team of an international consulting company, where she advised public sector contracting authorities as well as private undertakings implementing projects supported by EU funds.

Over the years Rahel has conducted around 1000 procurement procedures, including international procurements and design contests, and has provided comprehensive legal advice on the conclusion, performance and amendment of public contracts.

Rahel’s practical experience covers the entire life cycle of EU‑funded projects. She has assisted clients in situations where implementing agencies have alleged irregularities in project implementation, drafted internal procurement regulations, trained both public and private sector institutions in public procurement, and provided administrative project management services for EU‑funded initiatives. The projects she has helped to procure and implement can be found all over Estonia, from Narva to Hiiumaa and from Tallinn to Valga, and include a wide range of works and services from construction and infrastructure to IT and utilities. Her client base includes numerous local governments, educational, scientific and medical institutions, as well as industrial companies.
