Bio

Liisi Jürgen, Attorney-at-Law, is a partner and the head of IT law practice at NJORD Law Firm. She is also a visiting lecturer at Estonia’s oldest and most established university – University of Tartu. Her main subject is E-Commerce and IT Contracts. Liisi Jürgen is specialized in legal issues regarding IT law, data protection, e-commerce, electronic signatures (incl. legal issues arising from authentication and e-ID), consumer protection, and product development. Liisi advises clients on healthtech matters. She has developed a so-called new generation e-government, smart city, e-healthcare, personal medicine, metaverse, and proactive services in every field concept for different clients. Liisi advises both private and public sector clients daily on the development of a legal framework that supports innovation projects, e-services, and digital infrastructure. Liisi also advises on artificial intelligence compliance projects. In 2015-2016 Liisi was a member of a workgroup responsible for the development of the electronic identification and trust services for electronic transactions act, set up by the Ministry of Economic Affairs and Communications. In 2015, Liisi Jürgen finalized her second Master’s degree in law at the University of Münster in Germany. The topic of her thesis was Electronic Signatures according to EU law. She has a Bachelor’s Degree and a Master’s Degree in law from University of Tartu.
