Bio

Liisi Jürgen is a Partner and Attorney-at-Law at NJORD Law Firm and heads the firm’s Technology Law and Data Protection practice. She advises Estonian and international clients on legal matters relating to technology law, data protection, privacy, artificial intelligence, e-commerce and IT contracts.

Liisi specialises in data protection, privacy, open data, artificial intelligence, e-commerce, electronic signatures, authentication and e-ID. She also advises clients on legal matters relating to e-services, proactive and next-generation digital services, product development, healthtech, edtech and the metaverse.

Liisi is a visiting lecturer at the University of Tartu and Tallinn University of Technology. Her teaching areas include e-commerce, IT contracts and technology law.

Liisi has extensive international experience in projects involving the digitalisation of services. Since October 2025, she has been a member of the Data Protection Council advising the Estonian Minister of Justice and Digital Affairs, where she represents the Estonian Chamber of Commerce and Industry.

In 2015–2016, Liisi participated in a working group established by the Ministry of Economic Affairs and Communications to develop the Electronic Identification and Trust Services for Electronic Transactions Act.

In 2015, Liisi completed her second Master’s degree in law at the University of Münster in Germany. Her thesis examined electronic signatures under European Union law. She also holds Bachelor’s and Master’s degrees in law from the University of Tartu.
